رفع الاتحاد الأوروبي لكرة القدم (يويفا) سقف انتقاداته تجاه الاتحاد الدولي لكرة القدم (فيفا)، مؤكداً أن القيادة الحالية برئاسة جياني إنفانتينو لم تعد تحظى بثقة الاتحاد الأوروبي، ولا بثقة عدد كبير من مكونات أسرة كرة القدم العالمية، وذلك عقب إعلان «فيفا» سحب مشروعه الرامي إلى بيع حصة من الحقوق التجارية لبطولاته، وفي مقدمتها كأس العالم، بعد موجة رفض واسعة وغير مسبوقة قادتها الاتحادات الوطنية والقارية حول العالم.

وأبدى «يويفا» ترحيبه بقرار الاتحاد الدولي التراجع عن المشروع، مشيراً إلى أن المقترح واجه رفضاً بالإجماع من جميع الاتحادات الوطنية الأوروبية، إضافة إلى معارضة عدد كبير من الاتحادات الوطنية والقارية، على اختلاف أحجامها، والتي تتحمل مسؤولية حماية كرة القدم وصون مستقبلها.

وأكد الاتحاد الأوروبي أن قرار التراجع لم يكن ليحدث لولا الموقف الجماعي الواسع، موجهاً الشكر إلى الجماهير، والدوريات، والأندية، واللاعبين، والأفراد، والاتحادات الوطنية والقارية، وكل من وقف في وجه المشروع، إلى جانب رؤساء الحكومات ورؤساء الدول والمعلقين الذين نجحوا في إيصال رسالة واضحة إلى رئيس «فيفا» جياني إنفانتينو، مفادها أن كرة القدم ليست للبيع.

وشدد البيان على أن إدارة اللعبة لا يمكن أن تستمر بهذه الآلية، منتقداً مشاريع قال إنها أُعدت في سرية، ودُفعت بسرعة كبيرة، ووقف خلفها أشخاص مجهولون، في وقت بقيت فيه الفوائد المنتظرة منها على كرة القدم موضع شك، مطالباً بالكشف عن الجهات التي تقف وراء هذه المبادرة ومحاسبتها.

وأوضح «يويفا» أنه سيباشر خلال الأيام والأسابيع القادمة العمل مع اتحاداته الوطنية، وبالتنسيق مع الاتحادات القارية الأخرى، من أجل دراسة الكيفية التي وصل بها المشروع إلى هذه المرحلة، ووضع آلية تحول دون تكرار مثل هذه الأحداث مستقبلاً، مؤكداً أن عملية المراجعة يجب أن تكون شاملة وجذرية، وأن جميع الخيارات ينبغي أن تبقى مطروحة.

وأشار البيان إلى أن الأزمة لم تعد مرتبطة بمجرد سحب المشروع، بل تجاوزت ذلك لتصبح أزمة ثقة، معتبراً أن القيادة الحالية لـ«فيفا» لم تعد تحظى بثقة «يويفا» فحسب، وإنما فقدت أيضاً ثقة عدد كبير من أعضاء أسرة كرة القدم العالمية، في إشارة إلى أن الخلاف بات يتعلق بإدارة الاتحاد الدولي أكثر من ارتباطه بمشروع استثماري بعينه.

واستحضر الاتحاد الأوروبي الوعود التي أطلقها جياني إنفانتينو عند انتخابه رئيساً لـ«فيفا» عام 2016، حين أكد أن الشفافية ستكون الأساس الذي سيقوم عليه عمله، وتعهد بأن تكون الاتحادات الوطنية شريكاً يومياً في إدارة الاتحاد الدولي، كما شدد آنذاك على أن أموال «فيفا» ليست ملكاً للرئيس، وإنما تعود للاتحادات الوطنية، ويجب أن تُسخر لتطوير كرة القدم وخدمة اللعبة.

ورأى «يويفا» أن تلك التعهدات لم تجد طريقها إلى التنفيذ، معتبراً أن المشروع الذي حاول إنفانتينو تمريره ابتعد بصورة كاملة عن مبادئ الشفافية، ووصفه بأنه اتفاق جرى إبرامه خلف الأبواب المغلقة وفي غرف مغلقة، قبل أن تُبذل محاولات لفرضه على الاتحادات الوطنية بوتيرة متسارعة، وهو ما يتعارض مع الوعود التي قدمها قبل 10 أعوام.

كما وجّه البيان انتقادات لطريقة إدارة الموارد المالية داخل «فيفا»، موضحاً أن احتياطيات الاتحاد الدولي تتجاوز 5 مليارات دولار، وهو ما يعني، بحسب «يويفا»، أن الأموال متوافرة بالفعل، إلا أنها لم تُستخدم بالطريقة التي تخدم الاتحادات الوطنية وتسهم في تطوير كرة القدم على مستوى العالم.

وفي هذا الإطار، أعلن الاتحاد الأوروبي أنه سيبدأ على الفور العمل مع شركائه ومختلف أصحاب المصلحة في كرة القدم العالمية، بهدف تقديم تصور جديد لتوزيع الموارد من خلال برنامج «فيفا فوروورد» القائم بالفعل، بدلاً من الاتجاه نحو بيع حصص في بطولات الاتحاد الدولي أو إدخال مستثمرين في أصوله.

وأكد «يويفا» أن الأموال الموجودة في حسابات «فيفا» ينبغي توجيهها لدعم كرة القدم الشعبية وتطوير اللعبة في الدول الـ211 الأعضاء بالاتحاد الدولي، مشيراً إلى أن كرة القدم لا تحتاج إلى بيع أهم أصولها التاريخية من أجل تمويل برامج التطوير، وإنما تحتاج فقط إلى استثمار الاحتياطيات المالية المتوافرة بالفعل.

واختتم الاتحاد الأوروبي بيانه بالتأكيد على أن تراجع «فيفا» عن المشروع يمثل انتصاراً لكرة القدم العالمية بكل مكوناتها، إلا أنه شدد في الوقت نفسه على أن الأزمة لم تنتهِ بعد، معتبراً أن إسقاط المشروع وحده لا يكفي، وأن المرحلة القادمة يجب أن تركز على إعادة بناء الثقة داخل الاتحاد الدولي، لأن المهمة الحقيقية، بحسب البيان، «بدأت الآن».

The European Football Association (UEFA) has raised the level of its criticisms towards the International Football Association (FIFA), confirming that the current leadership under Gianni Infantino no longer enjoys the trust of UEFA, nor that of a large number of components of the global football family. This comes after FIFA announced the withdrawal of its project aimed at selling a share of the commercial rights to its tournaments, most notably the World Cup, following an unprecedented wave of rejection led by national and continental federations around the world.

UEFA expressed its welcome for FIFA's decision to retract the project, indicating that the proposal faced unanimous rejection from all European national federations, in addition to opposition from a large number of national and continental federations, regardless of their sizes, which bear the responsibility of protecting football and safeguarding its future.

UEFA confirmed that the decision to retract would not have happened without the broad collective stance, thanking fans, leagues, clubs, players, individuals, national and continental federations, and everyone who stood against the project, alongside government heads and state leaders, and commentators who succeeded in conveying a clear message to FIFA President Gianni Infantino, stating that football is not for sale.

The statement emphasized that the management of the game cannot continue in this manner, criticizing projects it claimed were prepared in secrecy, pushed through very quickly, and backed by unknown individuals, while the anticipated benefits for football remained questionable. It called for the disclosure of the parties behind this initiative and for them to be held accountable.

UEFA clarified that it will begin working with its national federations in the coming days and weeks, in coordination with other continental federations, to study how the project reached this stage and to establish a mechanism to prevent such events from recurring in the future, emphasizing that the review process must be comprehensive and radical, and that all options should remain on the table.

The statement pointed out that the crisis is no longer merely related to the withdrawal of the project, but has evolved into a crisis of trust, considering that the current leadership of FIFA no longer enjoys the trust of UEFA alone, but has also lost the confidence of a large number of members of the global football family, indicating that the dispute has become more about the management of the international federation than about a specific investment project.

UEFA recalled the promises made by Gianni Infantino when he was elected FIFA President in 2016, when he affirmed that transparency would be the foundation of his work, and pledged that national federations would be daily partners in the management of the international federation. He also stressed at that time that FIFA's funds do not belong to the president, but rather to the national federations, and should be harnessed for the development of football and serving the game.

UEFA believes that those commitments have not been realized, considering that the project Infantino attempted to push through completely deviated from the principles of transparency, describing it as an agreement made behind closed doors and in secret rooms, before attempts were made to impose it on national federations at a rapid pace, which contradicts the promises made ten years ago.

The statement also criticized the way financial resources are managed within FIFA, clarifying that the international federation's reserves exceed $5 billion, which means, according to UEFA, that the funds are indeed available, but have not been used in a way that serves national federations and contributes to the development of football worldwide.

In this context, UEFA announced that it will immediately begin working with its partners and various stakeholders in global football, aiming to present a new vision for resource distribution through the existing FIFA Forward program, instead of moving towards selling shares in FIFA tournaments or introducing investors into its assets.

UEFA confirmed that the funds in FIFA's accounts should be directed to support grassroots football and develop the game in the 211 member countries of the international federation, noting that football does not need to sell its most important historical assets to finance development programs, but only needs to invest the financial reserves that are already available.

UEFA concluded its statement by affirming that FIFA's retraction from the project represents a victory for global football in all its components, but stressed at the same time that the crisis is not over yet, considering that the mere cancellation of the project is not enough, and that the next phase must focus on rebuilding trust within the international federation, because the real task, according to the statement, "has now begun."
